    Abstract: 終身學習的理念在二十世紀初開始萌芽，至二十世紀末掀起一股世界性的熱潮，它像一張大傘覆蓋所有的教育行動與計畫。過去我國教育偏重在正式的學校教育，但近年來則致力推展終身教育。終身學習在各領域的應用，乃是我國發展終身學習社會的重要工作，新竹縣以農業立縣，但近年來因工商業發達，縣也以發展大學城為縣政推動的目標，為因應此目標建立縣終身學習的風氣，達成縣政推動的指標實有必要。本研究旨從縣民眾的學習需求，分析新竹縣終身教育的發展趨勢。
